Most organizations treat project selection as the gateway to improvement. Selection is not viability. A project can be strategically important yet operationally impossible. It can be high value but structurally unclear. It can be urgent but analytically unsound. Project selection asks which project should be done. Without a viability assessment, practitioners are routinely assigned projects that lack the clarity, alignment, or structural readiness required for analytical improvement. The practitioner is then expected to fix a problem that was never viable to begin with. When the project stalls, the methodology is blamed.
